Course Content
This course starts with the definition, scope and basic principles of public finance and focuses on the relations between the public and private sectors. Topics such as public expenditures and types of public revenues, tax theory and tax policies, public borrowing and debt management are discussed in detail. Within the scope of public budget and budget process, the process of planning and controlling public expenditures is analysed. In addition, the effects of fiscal policy instruments on the economy, fiscal relations between local governments and central government are discussed. While income distribution, social justice and the role of public finance on social welfare are discussed, current fiscal policies and the effects of global economic crises on public finance are also discussed. This content aims to provide students with a broad perspective on public finance, enabling them to understand the economic and social dimensions of public policies.
Objectives of the Course
This course aims to understand the basic concepts and functioning of public finance. It aims to provide students with a broad perspective by analysing the role of the public sector in economic activities, the structure of public revenues and expenditures, the effects of tax policies and the effects of public borrowing on the economy. In this framework, how public finance shapes elements such as budget, public services and income distribution, the importance of sustainable public finance and the importance of sustainable public financing.
