Methods and Techniques Derste karma yöntem kullanılacaktır. Konu bütünlüğü ve öğrencilerin derse hazırlanmalarını sağlamak maksadıyla önce eğitici tarafından İdarenin sorumluluğu konusunda genel bilgilendirme yapılacaktır. Öğrenciler ise ilk haftadan itibaren verilen/seçilen belirli konular üzerinde araştırma yapacak, bu araştırmaların ilk ve özet ürünlerini makale taslağı/bildiri şeklinde belli günlerde sunacaktır. Her konu eğitici gözetiminde öğrenciler tarafından tartışılacaktır. Sunulan bu makale taslakları yeni araştırmalar ile yapılan katkılar ve eleştiriler çerçevesinde genişletilecek ve dönem sonunda değerlendirilmek üzere eğiticiye teslim edilecektir. Ders esnasında öğrencilerin aktif katılımı esastır. Öğrenci belli bir konuyu araştırıp metin haline getirmek suretiyle makale ve tez yazma konusunda belli bir alt yapı edinmiş ve çalışma deneyimi kazanmış olacaktır. Öğrencinin sunum ödevi ara sınav olarak değerlendirilecek, makale çalışması olarak final sınavının ağırlıklı kısmını oluşturacaktır. Final sınavı ayrıca aktarılan ve çalışılan konuların yazılı olarak ölçümü şeklinde olacaktır.

Course Content
Dersin konusu idarenin maddi mallarının hukuki rejimidir. Ders bu çerçevede; -Kamu malı kavramı, -Devlet ile malları arasındaki hukuki ilişki olarak kamu mülkiyeti, -kamu malları tasnifi içinde sahipsiz mallar, orta malları, hizmet malları, kamu mallarının karakteristik özellikleri, -malın niteliğini dönüştürme aracı olarak tahsis kavramı ve usulleri,-kamu malından genel ve özel yararlanma ve kullanma esasları, kamu malının hukuken. İdari olarak ve cezai yoldan korunması, başta kamulaştırma olmak üzere istimval vb. mal edinme yöntemleri gibi konuları kapsamaktadır.
Objectives of the Course
It is to explain the scope, content, quality and nature of public goods, which constitute the tools and equipment needed by the administration to carry out its activities and public services, according to their classification and categories. The aim of the course is to provide students with theoretical knowledge about public property liability as well as judicial practice through case law.
