Course Content
Parlamento kavramının doğuşu ve gelişimi ele alınmakta ve günümüz demokrasilerinde parlamentonun rolü üzerinde durulacaktır. Bu uğraş içinde önce, makul ölçüde duyarlı bir demokraside bulunması gereken koşullar sorgulanacak ve demokratik bir sistemde parlamentonun işlevleri, temsil, müzakere, yasa yapma, bütçeyi kabul etme, hükümetin oluşturulması ve hükümeti denetleme işlevi olarak sıralanarak, bu işlevler teker teker incelenecektir. Daha sonra, yasama meclisi üyelerinin hukukî durumlarına geçilmekte ve bu başlık altında, milletvekili seçilme yeterliliği, milletvekilliği sıfatının kazanılması, milletvekilliğinin düşmesi, milletvekili dokunulmazlığı kurumlarıyla, milletvekillerinin mali statüleri ele alınacaktır.
