Course Content
The course primarily focuses on understanding basic technical and technological concepts. This course will examine single- and double-key encryption, the technical features and organization of the UYAP system, and the TUBITAK and public certification processes.
After examining the technical infrastructure, we will evaluate who can perform which transactions on UYAP, prohibited transactions, and transactions that are currently unavailable but may find application in the future. Within this framework, we will examine registered email institutions, the distribution and use of KEPs in both the public and private sectors, and the integration of UYAP with systems such as SEGBİS, POLNET, TAKBİS, and MERNİS.
Following these stages, each enforcement action that can be conducted through UYAP will be specifically addressed. The focus will be on the ledgers kept in enforcement offices; creditors' requests for enforcement through UYAP; sending enforcement orders through UYAP; and the drafting and sending of warrants for the seizure of movable, immovable, and third-party rights and receivables.
Within the scope of the course, one of the most emphasized topics will be the e-tendering procedure, therefore, firstly the movable and immovable tendering procedures carried out in the physical environment will be examined, then the electronic tendering procedure will be discussed comparatively and finally the problems and legal liability issues that arise in the electronic tendering procedure will be emphasized.

2. Examine the purpose and scope of the UYAP system; what legal transactions are conducted through UYAP, how they are conducted, and the legal consequences of these transactions.
3. Ensure that basic enforcement law procedures can be followed through UYAP and contribute to the development of possible solutions to emerging problems.
